CAAC is a cross between the FAA in the U.S. and Aeroflot in Russia as it governs all civilian aviation and at one time was an airline. CAAC was renamed Air China in 1988 as the international division of the airline. It was the first Communist airline to equip itself with western aircraft, introducing 707s back in the mid 70s.
